Actuator for solar panel sun tracker – which force?

I’m designing a single-axis solar tracker for two 400W panels. Total weight with frame ~90 kg. It will tilt panels from 20° to 70°. I need an actuator that can handle wind load too (sometimes strong gusts here). Stroke probably 400-500 mm. Is 225 lbs enough or should I go higher? Also, does 24V make more sense than 12V for this? Looking for reliable outdoor solution. Thanks for sharing your experience!
